    Regional imbalance, the concentration of population in the capital area, shifts in industrial structure, and overall population decline have contributed to the gradual deterioration of once-thriving small cities across Korea. In response, efforts to regenerate these towns have moved beyond public policy and budget spending. Increasingly, private companies and local residents are participating in the process, creating new models for collaborative urban regeneration.

    One such effort is “MBC Empty House 3,” a public-private initiative based in Palbok-dong, Jeonju. This district, officially designated as a dense vacant house zone, became the site of a regeneration pilot where the government, private companies, and a national broadcaster collaborated to turn abandoned houses into new community assets.

    In the 1970s, Palbok-dong developed into a hub of light industry during Jeonju’s period of rapid industrialization. Factories such as Huvis, Munhwa Pencil, and Jeonju Paper transformed a once-rural village into a thriving manufacturing center. Workers arrived in large numbers, and the area became densely packed with factories and small housing units. Today, many of these structures remain, now empty and crumbling, as reminders of the past.

    The decline of Korea's manufacturing sector in the 1990s led to the closure of many factories in Palbok-dong. Pollution worsened, residents moved out, and the district fell into neglect. What remains is a landscape of vacancy and environmental damage, shaped by economic change.

    “MBC Empty House 3” selected four empty houses in the neighborhood and invited four architecture studios to reimagine them through different design strategies. Joomak is one of these four projects.

    수도권 집중화, 지방 신도시의 개발, 산업구조의 변화, 인구 감소 등은 과거 번영했던 지방 소도시의 쇠퇴를 불러왔다. 쇠퇴된 도시를 재생하고 활성화하는 것은 비단 ‘관’인 지자체가 다양한 정책과 예산을 투입하며 예산을 투입하는 것뿐만 아닌 ‘민간’의 관련 기업이 참여하고, 해당 지역주민 관심도가 갈수록 높아지고 있다. 이러한 시도들 중 ‘MBC 빈집살래3’는 ‘빈집 밀집구역’으로 지정된 전주 팔복동에 슬럼화를 해결하기 위한 하나의 접근으로서 ‘전주시’와 ‘민간기업’ 그리고 ‘방송국’이 협력한 민관협력형 상생상가 도시재생 모델 프로젝트를 진행했다.

    1970년대 팔복동은 산업화 물결이 일던 전주를 대표하는 경공업 지역이었다. 휴비스, 문화 연필, 전주 페이퍼 등의 공장들이 그러하며 여전히 팔복동에 자리 잡고 있다. 한적했던 농촌마을은 제조업 부흥기로 공장들이 들어서기 시작하면서부터 많은 사람들이 일자리를 찾기 위해 팔복동으로 모여들었다. 지금은 방치되어 버려진 제조업 중심의 공장과 노동자들을 위한 숙소가 모여있는 쪽방촌이 과거 팔복동 제조업 부흥기의 반증이기도 하다.

    이처럼 오랫동안 전주의 역사와 경제를 대표하던 팔복동도 격변하는 국내 산업 구조의 흐름을 피하지 못하고 1990년대부터 제조업이 쇠퇴하여 폐공장과 극심해진 환경오염만 남긴 채 다른 일자리를 위해 떠난 후 방치된 지역으로 남게 되었다.

    '빈집살래3'는 팔복동을 배경으로 팔복동의 낡은 빈집 네 채를 선정하였다. 참여하게 된 서로 다른 4곳의 건축사무소는 각자의 방식으로 빈집을 재생한다. 그리고 ‘주막’은 그 중 하나다.
